DWRC OPERATING RULES 2011
DWRC is a recreational facility fully contained on private property for the exclusive use and enjoyment of its Members and their guests. These rules have been approved and set in place by the Board of Directors and govern the use of the facilities for the year 2011. Members who have questions or comments concerning the rules should contact any member of the Board of Directors. The Board of Directors reserves the right to amend these rules at any time. Members will be notified of any changes.
DWRC GENERAL PARK RULES
- 1. Only members in good standing may enter and use the DWRC property and facilities. Members may bring guest to the facilities in accordance with the section entitled Guests of Members.
- 2. Members must wear or have with them at all times their current DWRC Identification Badge when using any of the DWRC facilities, including the playground.
- 3. Members and their guests use the DWRC facilities at their own risk and assume all liability for their actions.
- 4. No Member will be issued a key for use of the facilities without a current liability waiver on file. Waivers must be signed and updated each year.
- 5. Absolutely no illegal drugs or weapons of any kind will be allowed on DWRC property. Anyone bringing or found with drugs or weapons on the property may incur legal ramifications as well as temporary or permanent loss of membership privileges.
- 6. Absolutely no open fires or fireworks will be allowed on DWRC property except with special permission from the Board.
- 7. The DWRC Park is open from 6:00 a.m. until 10:00 pm. unless the Board gives special permission to close or open at a different time. No member under the age of 21 shall be in the park area between the hours of 10:00p.m. and 12:00a.m. without a parent, guardian, or member over the age of 21. Pool hours are posted on the pool bulletin board and will be published in the newsletter. As much notice as possible will be provided to the membership when any part of the facility is closed for maintenance, club sponsored functions or private parties
- 8. Children under the age of 12 are not permitted on DWRC property without an adult Member, Member’s representative; i.e. a grandparent, etc. or guardian. Exceptions are stated in the Pool and Tennis Court rules
- 9. All pets must be on a leash and under the direct control of the owner at all times. No pets are allowed inside the fenced pool area or on the tennis courts. Members are responsible for prompt removal of their pet’s waste. DeKalb County’s ordinances on pet waste should be followed
- 10. Members are responsible for cleaning up and disposing of litter for themselves, their families and guests
- 11. Proper receptacles should be used for disposal of all trash. No littering or dumping is allowed
- 12. No unauthorized motor vehicles or bikes are allowed outside the gravel parking area.
- 13. Members and their guests assume all risks and liability for vehicles, bikes, and any other personal property brought onto DWRC property.
- 14. No glass containers will be permitted on the DWRC facility except at the playground pavilion.
- 15. Drinking of alcoholic beverages will be permitted on the DWRC premises with a signed waiver on file. Under no circumstances will drinking of alcoholic beverages by persons under the age of 21 be tolerated. Members or their guests who are in an intoxicated or disorderly condition will not be allowed to use the DWRC facilities or remain on the DWRC premises. Abuse of this rule will result in disciplinary actions.
- 16. Adult Members are responsible for the behavior and actions of themselves, all family members listed on their waiver and guests at all times whether or not the adult member is physically on DWRC property.
- 17. Any incidents of trespassing, vandalism, theft, or any illegal or prohibited activity will be pursued by the DWRC Board. Action taken may include reprimands with restitution for damages, suspension or termination of membership, and/or prosecution, or other legal action. Restitution must be made for any damages done to club property. In some instances, the Board may refer situations to legal authorities for prosecution
- 18. Disciplinary actions for violations of the pool and /or tennis court rules are covered in those sections.
- 19. Members are responsible for knowing and following DWRC’s rules of operations at all times. Failure to follow rules may result in disciplinary action.
- 20. Members are responsible for enforcing the rules and reporting any serious violations to a member of the DWRC Board.
IDENTIFICATION BADGES AND KEYS
- 1. Members in good standing will be provided an identification badge for each family member. Upon receipt of a signed waiver Member’s will be issued a key for entrance into the DWRC facilities.
- 2. Keys and identification badges will be distributed to adult members only. Under no circumstances will a key be distributed to anyone under the age of 18.
- 3. The key shall remain the property of DWRC and upon the termination of membership for any reason should be returned to the Vice-President or President. Members are requested not to duplicate the keys. If you would like to purchase an additional key see the Pool Manager
- Members are responsible for ensuring that their children do not misuse the key. Use of the key by a child under 18 to enter the pool area when no Lifeguard is on duty will result in suspension of pool privileges. Repeated offenses of this rule may result in termination of membership
- 5. Lost or damaged identification badges will be replaced at a cost of $2.00 each and lost keys will be replaced at a cost of $5.00 each.
GUESTS OF MEMBERS
- Members may bring guests to the DWRC facility; however, guests are limited to individuals residing outside the restricted area designated in number 2 below. Exceptions to this would be open events sponsored by DWRC or if a member reserves the facilities for a private function./li>
- 2.guests should be persons who do not reside within said geographical boundaries (Drayton Woods, Harbour Oaks, Cedar Knoll, Idlewood Acres, Classic Village, Oakengate, Sagewood, Browning Chase, Brookside Manor, Idlewood Parc and Creekside at Drayton Woods subdivisions.Also included are Quailbrook Condominiums and the area of Idlewood Road from E. Ponce de Leon to Fellowship Road
- 3. A member of the host family must accompany all guests unless the guest family has a DWRC Family Guest Pass provided by a sponsoring Member.
- 4. Member’s guests are subject to all rules covering the DWRC facilities.
5. Without exception when visiting the pool or tennis courts all guests must sign-in on the DWRC Guest Sign-In sheet.
- 6. Guest over the age of 18 will be required to sign a waiver prior to swimming. Children under 18 shall be listed on the waiver signed by the supervising adult bringing them to the pool
- 7. Guest sign in at the tennis courts and the pool during hours without a Lifeguard will be handled on a “Member’s honor system”.
- 8. Guest fees must be handled at the time of visit with a DWRC Guest Pass. Passes may be purchased individually for $2.00 each or in sets of five (5) for $7.50.
- 9. Guest fees for the park, pool and tennis courts shall be $2.00 per person per day. There is no charge for children under 2, overnight guest or non-swimming guest (those in street clothes).
- 10. The number of guests allowed and the number of times a guest may visit with a Member family may be limited by the membership. Any member bringing six (6) or more guest to the pool must notify pool management or a member of the board if member is bringing six (6) or more guest to the park.
DWRC RULES FOR PLAYGROUND AREA
- 1. All of the DWRC General Park Rules apply to the playground area.
- 2. Playground equipment is only to be used as intended.
- 3. No running, horseplay, pushing or shoving should take place on or near the equipment.
- 4. Members must be courteous and mindful of other Members and guests when in the park area. Take turns and share all equipment.
- 5. No rude or derogatory comments, name-calling, offensive language (cursing) or loud music will be permitted.
- 6. Anything that might be a strangulation hazard should not be worn while on the playground equipment, this includes clothing with exposed drawstrings, scarves, necklaces, etc.
- 7. Members should immediately report any problem with the playground equipment to a member of the Board
- 8. Members should report violations of any playground or park rule to a member of the Board.
2011 DWRC Pool and Pavilion Rules
POOL OPERATION
- 1. Regular pool hours will be posted on the pool bulletin board and published annually in the newsletter. “Swim at your own risk” will be permitted for Members 18 years and over with a DWRC signed waiver on file.
- 2. ABSOLUTELY no child under the age of 18 shall be in the fenced pool area without an adult unless the lifeguard is on duty. Adult Members are responsible for ensuring that their children under 18 do not use the key to enter the pool area. Violation of this rule will result in disciplinary action.
- 3. Without exception, all Members must have their identification badge with them and sign-in upon entering the pool area. Adult members are responsible for signing in their minor children. All guest must sign as covered in the general rules.
- 4. Club sponsored events, swimming lessons; private parties, etc. are exceptions to regular hours of operation and may be scheduled accordingly. Prior notice will be posted on the pool bulletin board.
- 5. Children between the ages of 8 and 12 may take a swim test and upon satisfactory completion, be admitted to the pool without an adult only when the Lifeguard is on duty. A list will be kept on file of the children passing this test.
- 6. Non-swimming children in and around the pool area, including the wading pool are the responsibility of the children’s supervising adult.
- 7. Children under the age of 18 must leave the pool for ten minutes each hour. Children two (2) years and under may enter the pool during this break if accompanied by an adult 18 years of age or over. The Lifeguard will blow a whistle to signal the beginning and the end of the ten-minute period.
- 8. If “Pool-Closed” sign is posted on fence please check with pool management prior to entering the pool. It could be closed for chemical imbalance or someone becoming ill and having an accident in the pool rendering it unsafe or some other reason for which members should not go in the water.
GENERAL CONDUCT ON POOL PROPERTY
- DO NOT DISTURB THE LIFEGUARDS WHILE THEY ARE ON DUTY. Safety is our paramount concern.
- Only pool personnel and authorized Members are permitted in the pump room, the pool shed and the concession stand.
- Members must be courteous and mindful of other members and guests when in the pool area. No rude or derogatory comments, name-calling, offensive language (cursing) or loud music will be permitted. .
- Only proper swimming attire may be worn in the pool. Absolutely, no “cutoffs” will be allowed in the pool.
- Any child wearing diapers must wear appropriate swim diapers and rubber pants in the pool. Children not wearing swim diapers and rubber pants will be asked to leave the pool until they are appropriately attired.
- No form of glass will be allowed in the fenced pool area.
- Absolutely no food or beverages can be consumed while in the pool water or on the deck area close to the poo
- Food and beverages may be consumed at the tables, in the grassy area, or the pavilion.
- Adult Members are responsible for collecting and properly disposing of litter for their family and their guests.
- Absolutely no chewing gum is allowed in the pool area.
- No running or horseplay will be allowed in the pool area. No water guns of any kind are allowed.
- Games in the pool must not endanger other persons nor interfere with other swimmers.
- The wading pool is for children five (5) years and under.
- No objects other than small floats, nerf balls, or other swim gear shall be permitted in the water.
- 15. Bicycles, motorbikes, etc. must be parked in the area provided for them in the parking lot, not along the pool path or on the bridge. Non-motorized scooters and skateboards should be placed in the designated area inside pool fence.
- 16. The Lifeguard(s) or any adult Member has the authority to enforce all DWRC park/pool rules.
- 17. The Lifeguard(s) may suspend a Member’s privileges for one day. On second offenses, the Lifeguard may send a member home, and notify the pool manager. The Member will be disciplined according to the offense.
- 18. Additionally, all rules posted on the pool fence and all appropriate rules in the section DWRC General Park Rules apply to the pool area.
- 19. Prior to leaving the pool area Members should check to make sure they have all their belongings with them.
- 20. Lounge chairs are reserved for adults. Children may use the chairs when adults are not using them but must give them up if an adult is waiting for one.
DISCIPLINARY ACTIONS
- First Offense – Suspension for the day. Second Offense – Suspension for three (3) days. Third Offense – Entire family
suspended for one (1) week.
- . Anyone maliciously damaging any pool equipment or club property will be suspended for up to thirty (30) days and will be
responsible for restitution of damages.
- The pool committee has the authority to recommend that the Board refer some situations to authorities for criminal
prosecution.
2011 DWRC RULES FOR PRIVATE FUNCTIONS
The DWRC Park, playground area, pool and pavilion, or tennis courts may be reserved for private parties in accordance with these rules. For date availability and scheduling contact: Joyce Mims, at 770-491-7064 or e-mail at mims1645@hotmail.com.
RESERVATIONS, FEES and NOTICE OF FUNCTION
Members in good standing may reserve the park pavilion, tennis courts or pool and pavilion (unless it is closed for a club sponsored function or maintenance). Weekend availability may be limited for any rental. The pool may only be reserved on Sunday or Thursday from 6:30pm to 10:00pm (11:00 p.m. with prior approval). Please Note: No private parties may be held during club functions, during normal pool hours, when no lifeguard is on duty or pool is closed for maintenance. Pool availability may be limited.
- Members in good standing may reserve the park pavilion, tennis courts or pool and pavilion (unless it is closed for a club sponsored function or maintenance). - 2. Members should complete and submit the DWRC Private Function Request.
- 3. Only adult Members (those responsible for membership fee payment) are allowed to reserve any of the DWRC facilities and an adult member of the Member family must be in attendance during the entire event.
- 4. All required fees (see reservation request) shall be paid at the time the reservation request is submitted.
- 5. Notice of the private function will be posted on the pool bulletin board as soon as the event date is finalized
GENERAL RULES
- 1. The Member reserving the club area is responsible for all attendees and their actions. All persons attending the party must adhere to DWRC rules.
- 2. Any Member reserving the club must sign a special waiver to cover the private party. No private party may take place without this signed waiver on file.
- 3. Maximum occupancy must not exceed 100 persons for any scheduled event, without prior approval.
- 4. For private parties at the pool - Pool Management shall be responsible for scheduling the appropriate number of DWRC approved lifeguards and will notify the Member prior to their party who will be on duty. DWRC reserves the right to schedule more than one lifeguard for safety reasons if they feel it is in the best interest of the club and a second lifeguard may be required if there are 25 or more attendees.
- 5. The private party rate for the lifeguards is $12.00 per guard per hour, with a two-hour minimum. The fee should be paid by cash or check directly to the lifeguard(s) at the time of service.
- 6. Members reserving any of the facilities shall be responsible for full restitution of damages done to any club property or pool equipment during their party.
- 7. After satisfactory inspection of the DWRC property rented for the function the refundable deposit will be returned.
CLEANING
- 1. 1. During the summer season (approximately June 1, through August 15), the Lifeguards are responsible for cleaning the bathrooms, wiping down the pool furniture and general pool premises cleanup. Therefore, the club will be in a cleaned state for any party. During months when no Lifeguard is on duty, the Member having the party shall be responsible for cleaning up the pool premises, pool furniture, bathrooms, etc.
- 2.In order to receive a full return of deposit, the following must be completed:
- •Clean bathrooms.
- •Wipe down pool and pavilion furniture and food bar surface on pavilion.
- •Wipe down food bar surface in pavilion and sweep food/debris from pavilion floor.
- •Collect all trash and place in proper receptacles.
- •Remove any floats or other pool toys/equipment from pool and return them to the wading pool area.
- •• Any thing else that needs to be done in order to leave the area in the condition it was found.
2011 DWRC RULES FOR TENNIS COURT
GENERAL
- DWRC identification badges should be worn or with the member when using the tennis courts.
- Courteous behavior is expected of all persons using the tennis facilities.
- Playing time will be the hours between 6:00 a.m. and 10:00 p.m.
- Proper attire and appropriate shoes must be worn within the fenced area of the courts. Neither shoes with cleats nor muddy shoes will be allowed on the courts.
- Only tennis players and tennis equipment are allowed within the fenced areas.
- No food, alcoholic beverages, or smoking will be allowed on the courts, only in the viewing area.
- Members are responsible for picking up litter for themselves, their family and guests and disposing of it in the proper receptacles.
- Children 17 years of age and under may not reserve a court after 6:00 p.m. on Fridays and all day Saturdays, Sundays,
and holidays. Holidays shall normally coincide with local banking holidays.
- Children may play during the restricted periods if a court is vacant.
- No individual player may occupy a court if other players are waiting to play.
>- All players on the court must leave at the end of their respective playing time if other players are waiting to play.
- a singles or doubles player is replaced, the time limit shall be the limit applicable to the original players if previous
arrivals are waiting for a court.
- Members may bring guest in accordance with the DWRC Operational Rules for Guests.
- The tennis committee reserves the right to reserve the courts on occasion for competitive tournaments
- Permission must be obtained in writing; from the tennis committee, for any use of the tennis facilities other than set
forth in these rules. This would include league play, instructional use, etc.
- Any suggestions or complaints should be referred to the tennis committee in writing.

RESERVATIONS
- Reservations may be made no earlier than 6:00 a.m and courts are to be reserved with a 2-hour maximum.
- Any member (except as stated in number 8) can reserve a court for 2 hours by placing their name on the reservation list.
- 3. Reservations are limited to 2 hours per family per day; however, after 7:00 a.m. all remaining court times may be reserved according to the existing rules. A person may sign up one other family member after each person in line has had an opportunity to sign the reservations sheet.
- 4. A member may not reserve the court more than one time until he/she has completed his/her playing time. At this time he/she may sign up again if court time is available for that day.
- 5. No group of two or four players may have two consecutive reservations.
- 6. A reservation is forfeited if players are not present 10 minutes after their schedule starting time.
- 7. If reserved time is forfeited, present players may continue until the court is claimed.
- 8. Reservations shall be made for a starting time as listed on the reservation sheet.
- 9. When no reservations have been made, the court is open to all members on a first-come, first-serve basis, subject to other provisions within these rules.
DISCIPLINARY ACTIONS
- First Offense – The tennis committee shall notify the member accused of the violation in person or via phone.
- Second Offense – Notification in writing from the chairman of the tennis committee.
- Third Offense – The tennis committee shall recommend to the Board that the Member family be suspended a
minimum of one week.
- Flagrant violation of these rules, defacing or destruction of property, removal of equipment from the courts may result
in recommendation for immediate suspension of the entire family for a minimum of one month and the member will be
responsible for full restitution of any damages.
- The tennis committee has the authority to recommend that the board refer some situations to authorities for criminal
prosecution.
REMEMBER If you are the last person on the courts, lock the gate and turn off the lights as you leave!!!
